High RAM Usage With Nothing Open? 5 Causes
You close everything, glance at Task Manager, and memory is still at 80–90%. Before assuming Windows is broken, check these five causes — only some of them are a problem.
1. Windows is using free RAM as cache (normal)
"In use" includes cached data that Windows keeps to speed things up. If Available is still healthy (more than 1–2 GB), the percentage is not a problem. Windows releases cache when an app needs memory.
Look at Performance → Memory → Available, not the headline percentage.
2. Background apps you did not close
Chat apps, cloud drives, game launchers and "assistants" keep running after you close their windows. Check the notification area (tray) and Task Manager → Details, sorted by memory.
3. Startup programs
Task Manager → Startup apps. Disabling what you do not need at login lowers the baseline after every reboot. Measure before/after with the method in Do startup apps really use RAM?
4. A process is leaking
If one process grows over hours and never drops, that is a leak, not caching. Restart or update that app. See Windows 11 memory leak.
5. Shared GPU memory and reserved memory
On integrated graphics, the GPU reserves part of system RAM as "shared GPU memory" (Performance → GPU). Separately, "Hardware reserved" memory is set aside by firmware and drivers. Both are normal and not a hidden process.
What to do next
- Check Available memory and disk activity. If both are fine, stop worrying about the percentage.
- If Available is low and the disk is busy, find the top process in Details.
- Close or exit background apps; trim startup items.
- If you cannot close apps, release idle memory pages as a stopgap.
- If Available is low all day even after cleanup, consider more RAM.
Stopgap: release idle memory without closing apps
MemoryCleaner shows every process by memory on one screen, sorted by usage, with search. Select the apps you want and release their idle pages — they keep running and page back in when needed. 2.5 MB, no ads or bundles, 30-day trial, $20 one-time for 5 devices.

Is 90% memory usage bad?
Not by itself. It matters only if Available memory is nearly gone and the disk is paging constantly.
Why does memory stay high after closing apps?
Windows keeps freed pages as cache. It will hand them back when needed; the number is not a leak.
Does Windows 11 use more RAM than Windows 10?
It has more background services, but the big differences usually come from what you installed and what runs at startup.
